The successful example of the Human Mortality Database (HMD) and the Human Life table Database (HLD) has showed that it is meaningful to supplement detailed and extensively documented databases including only countries with high quality data (such as the HMD) with less detailed data collections covering a much broader range of populations and time periods (such as the HLD).

Following these two databases, the HFD project team decided to construct and launch the Human Fertility Collection shortly after the launch of the HFD. It took exactly four years to develop the HFC. The HFD was presented for the first time at the International IUSSP Conference in Marrakech (Morocco) in September 2009, and the HFC was launched immediately before the next International IUSSP Conference that was held in Busan (South Korea) in August 2013.
